My octopus said he was indecently touched by a fish at a recent seafood tail party. Could it be a groper?

He said it's no big eel - just someone sea-horsing around but I think this is an urchin matter. Shouldn't the police scale up the investigation and coral up all the guests, grill them to get to the bottom of the trouth?
