The house i live in is a health hazzard and my dad doesnt care?

My mother ped away 9 months ago wen i was still 18. I had no choice but to move back in with my dad whos house is a complete disaster. It's really dirty, dusty broken up and mouldy and has garbage all over the place because my dad collects garbage and doesnt let me and my brother throw it out. There is so much i can clean but the rest i cant like reaching high cielings and the dirty carpet which cant be vamed because of garbage all over. My dad doesnt seem to care and has no interest in cleaning the house.. he stressed my mother out so much to the point she died and now i think hes trying to do that to me and my brother, he has the money to fix up the house but is really really cheap with his money...what would happen if i called the health departent.? i live in canada by the way.
