How do you put eye shadow on the bottom? i see it in mags and love it, but i can;t do it1?

how do i put eye shadow on the bottom on the eye were you put eyeliner... and what are some good colours for blue eyes, brown hair.. fair skin , frekles, AND GOOD BRANDS THAT ARE CHEAP?!
