Tax return and students?

im a fulltime student and part time worker. i made 17k last year and my withheld taxes were 1700. do i get refunded on all these or do i get extra money in addition to the 1700 for being a student??? a friend of mine told me that i get 1700 plus at least 1000. thats why im stuck in whether i should file or not. im in the state of texas.
